Winter weather is quickly approaching. The Holts Summit Police Department would like to take this opportunity to educate citizens and motorists of a new municipal ordinance that was enacted by the Holts Summit Board of Alderman at their November 2020 meeting. The ordinance’s purpose is to ensure motorist are properly clearing their windshields, side windows, and rear windows so driver’s views are not obstructed by damage, snow, ice, or other means. The entire ordinance reads as follows:
Section 1. The Board of Aldermen of the City of Holts Summit, Missouri, hereby adopts a new Section 226 to Chapter 44 of the Holts Summit City Code, same to read as follows:
Section 226. - Windows and Windshields must be unobstructed, and windshields must be equipped with wipers.
a. No person shall operate any motor vehicle with any object suspended or mounted in any manner between the driver and the front windshield or with any sign, decal, poster, snow, ice, or other nontransparent material upon the front windshield, side wings, or side or rear windows of such vehicle, which obstructs or interferes with the driver's clear view of the street, or which might divert said driver's attention from the street.
b. No person shall drive any motor vehicle with the windshield, side wings or side or rear windows of such vehicle broken or cracked in such a manner as to obstruct or interfere with the driver's clear view of the street.
c. The windshield of every motor vehicle shall be equipped with a device for cleaning rain, snow or other moisture from. the windshield, which device shall be so constructed as to be controlled or operated by the driver of the vehicle and shall be maintained in good working order.
