Office of the Mayor
Richard Parks has served as an Alderman of
Ward II since April of 2004. While serving a two year term
that would have expired in April of 2007, Richard Parks was
appointed Mayor with the resignation of former Mayor Dan Cox.
Board of Aldermen
The Board of Aldermen meets the second
Monday of each month at 7:00 p.m. at City Hall. All
meetings are open to the public and each agenda has a section
for comments from visitors. Public involvement and
comments are always welcome.
The City of Holts Summit has two wards with
two aldermen in each ward. The Aldermen serve a two year
term and in addition to their duties as Aldermen, they are each
appointed as a liaison to a commission.
Alderman Ward I - James Washington
Alderman Washington has served various
terms as an Aldermen of Ward I since 1995. He is currently
serving a two year term that expires in 2007, and is a liaison
to the Planning & Zoning Commission. Term to expire in 2009.
Alderman Ward I - Pamela Murray
Alderman Murray has served as an Alderman
of Ward I since June 13, 2005. She is currently serving a
two year term that expires in April of 2008.
Message from Pamela Murray
It is an honor to represent the residents of Ward I; it's a
responsibility I take very seriously. My philosophy is to
be pro-active rather than reactive. As an elected
representative from the City, I believe in aggressively seeking
outside resources to support the needs of the City rather than
turning solely to our citizens' pocketbooks.
Each week I attend economic, organizational and community
meetings in order to gain knowledge and bring that knowledge
back to the City to assist with strategic planning and decision
making for issues facing the City. We can benefit from the
experiences of others as well as learn about opportunities that
will benefit the City, such as grant opportunities and training
programs.
Major issues currently under review at the City include possible
replacement of our wastewater (sewage) treatment facility; plans
for Greenway Park, the old Civic Center property purchased by
the City in late 2005; and changing to a City Administrator form
of government. It is important for Holts Summit to be
making its own decisions, rather than waiting for mandates from
State agencies or others.
As someone who tends to plan and be organized, my ideal vision
for the City is to have five, ten and twenty year plans for
where we would like Holts Summit to be and how we will get there
before major financial and long range decisions are made.
In order for a plan to be meaningful and successful it is
essential to have input from citizens.

Alderman Ward II -
Jim Ringland.
The residents of the City of Holts Summit voted Jim Ringland to
fill the Ward II Alderman Seat. Mr. Ringland is a first time
alderman serving a two year term due to expire in 2009.
Alderman Ward II - Mary Ann Durham
Alderman Durham has served various terms as
an Aldermen of Ward II since June of 2001. She is
currently serving a two year term that expires in April of 2008.
She is a liaison to the Parks & Recreation Commission.
