The City Government
Mayor-Council.
This is the oldest form of city government in the United States and,
until the beginning of the 20th century, was used by nearly all American
cities. Its structure is similar to that of the state and national
governments, with an elected mayor as chief of the executive branch and
an elected council that represents the various neighborhoods forming the
legislative branch. The mayor appoints heads of city departments and
other officials, sometimes with the approval of the council. He or she
has the power of veto over ordinances — the laws of the city — and
frequently is responsible for preparing the city's budget. The council
passes city ordinances, sets the tax rate on property, and apportions
money among the various city departments. As cities have grown, council
seats have usually come to represent more than a single neighborhood.
Mayor Fitzpatrick is currently serving a 2 year term that expires in April of 2014.
The Board of Aldermen
The Board of Aldermen meets the second Monday of each
month at 7:00 p.m. at City Hall. All meetings are open to the
public and each agenda has a section for comments from visitors.
Public involvement and comments are always welcome.
The City of Holts Summit has two wards with two aldermen in each ward.
The Aldermen serve a two year term and in addition to their duties as
Aldermen, they are each appointed as a liaison to a commission.

"I moved to Holts Summit in 1996. I worked from Ameren UE from 1996 to
1999 when I joined the Holts Summit Police Department. In 2006 I became
a small business owner here in Holts Summit. I am married to Amy who
works in the Callaway County Circuit Clerks Office. We have three
children. Connor is a seventh grader at Lewis and Clark, Lauren is a
fifth grader at North Elementary, and Alexis is 3 and will be attending
North School in two years. I am looking forward to serving the citizens
of Holts Summit."
